The market for government payment software has settled into an uncomfortable pattern. A vendor sells the agency a platform under a multi-year license, charges an annual fee for it, and then also earns a margin on every payment that platform processes. The agency pays for the software. The resident pays a convenience fee. The vendor is paid twice for one transaction.
